USofCare Highlights Innovative Opportunities for States to Use 1332 Waivers to Promote Affordability

As an organization dedicated to a more affordable, accessible, and equitable health care system, United States of Care closely monitors state efforts to pursue innovative policy actions to promote affordability. Section 1332 of the Affordable Care Act (ACA) allows states the flexibility to develop their own approaches to providing more choice and competition — while retaining the ACA statute’s basic protections — which can lead to substantially more affordable care.

In the chart below, we compare how several states have leveraged Section 1332 innovation waivers to expand coverage and affordability. This resource also highlights several opportunities for states to pursue innovative 1332 waivers in the future.
