United States of Care Releases Memorandum in Support of New York Legislation to Address High Health Care Costs

Published On May 27, 2026

Today, United States of Care released a memorandum in support of S705/A2140. The bill would take steps to protect New Yorkers from the corporatization and financialization of health care by implementing site-neutral policies, which equalize payment rates for certain types of care, regardless of the site the care is delivered in. This will prevent patients from being charged drastically higher prices for low-complexity procedures simply because of where they received the care. Given patient concerns on affordability and access to care and the ongoing rise in health care costs, S705/A2140 provides a solution to help protect patients and reduce incentives towards more consolidation, which further increases prices.

We applaud the bill’s sponsors for introducing this legislation and look forward to continuing to work with our state partners to protect New Yorkers from the effects of corporate – rather than community – motives.
