Issue Brief: Federal and State Coverage Requirements for Postpartum Care

At United States of Care, we know that comprehensive postpartum care is critical for maternal health, yet our fragmented health coverage system often leaves new mothers without adequate support.
Through listening research, women have shared the need for consistent, meaningful support after childbirth—a period where many feel underserved. Our analysis examined federal and state policies defining and supporting postpartum care services, including requirements under the Affordable Care Act (ACA), U.S. Preventive Services Task Force (USPSTF) recommendations, state Essential Health Benefit (EHB) benchmark plans, and more.
Our findings reveal inconsistent gaps in coverage at the federal and state level, leaving a patchwork of postpartum care coverage. We believe that aligning federal and state policies to establish a comprehensive standard for postpartum care is vital. By advancing these standards, we can improve postpartum support, outcomes, and experiences for women across the country.
