United States of Care Responds to 2026 Physician Fee Schedule & Outpatient Prospective Payment System Proposed Rules
On September 12 & 15, United States of Care (USofCare) submitted comments in response to the 2026 Physician Fee Schedule (PFS) and Outpatient Prospective Payment System (OPPS) proposed rules issued by the Centers for Medicare & Medicaid Services (CMS).
We know that people want an affordable health care system in which they can spend more time with their providers, receive care that is coordinated between their providers, and are treated as a whole person rather than a series of symptoms. Our comments in response to the 2026 PFS focus on exactly this, emphasizing the importance of primary care and care coordination. Additionally, USofCare has long advocated for site-neutral payment reform in order to lower costs for people, which is why we are supportive of the provisions within the 2026 OPPS that establish site-neutral payments for certain drug administration services. In both of our comment letters, we expressed support for proposed payment reforms for skin substitute products that address inappropriate use and overspending while ensuring that consumers are able to access effective, evidence-based products.
