United States of Care Responds To the GOP and Democratic Doctors Caucuses’ Request For Information on the Patients First Act

On August 21, 2026, United States of Care submitted comments in response to the GOP and Democratic Doctors Caucuses’ request for information on reforming the Medicare physician payment system, and more specifically, H.R. 9693, the Patients First Act. Our comments underscore that primary care is the foundation of a high-performing health care system that addresses people’s health care needs and emphasize the need to address the undervaluation of primary care in the Medicare Physician Fee Schedule and shore up the primary care infrastructure. Additionally, USofCare suggests improvements to the bill that will expand the scope of primary care investments, as well as help ensure meaningful engagement from Medicare beneficiaries as changes are made to clinician quality programs.
