United States of Care Provides Recommendations to Maryland on Design of the All-Payer Total Cost of Care Growth Target under the AHEAD Model

Published On April 1, 2026

On March 20, United States of Care submitted comments to the Maryland Health Services Cost Review Commission (HSCRC) with recommendations to inform the development of the state’s All-Payer Total Cost of Care (TCOC) Growth Target, required as a part of Maryland’s participation in the federal States Advancing All-Payer Health Equity Approaches and Development (AHEAD) Model. This effort builds upon the success of the state’s previous TCOC Model to reduce health care cost growth, improve health care quality, and ensure Marylanders get the care they need to stay healthy.

USofCare looks forward to continuing to support the implementation of the AHEAD Model in Maryland and engage with the State Regulatory Agency AHEAD Working Group to promote market stability, health care affordability, access and quality throughout Maryland.
