United States of Care Responds to 2027 Hospital Outpatient Prospective Payment System Proposed Rules

On August 31, 2026, United States of Care (USofCare) submitted comments in response to the Calendar Year 2027 Hospital Outpatient Prospective Payment System (OPPS) proposed rule issued by the Centers for Medicare & Medicaid Services (CMS).

USofCare has long advocated for site-neutral payment reform in order to lower costs for people, and we are supportive of the provisions within the 2027 OPPS proposed rule that establish site-neutral payments for imaging without contrast services. We also respond to the request for information on hospital price transparency policies and express support for the initial steps CMS proposes to take to implement requirements for unique National Provider Identifiers (NPIs) for off-campus departments.
