Kelsey Wulfkuhle is the State Advocacy Manager at USofCare, where she focuses on building partnerships in states in order to advance health care reform efforts that expand coverage and improve the affordability of our health care system.
Before joining USofCare, Kelsey was the Healthcare Policy Specialist at Community Care Network of Kansas, the Kansas Primary Care Association. In that role, she helped develop and advocate for state level legislative and regulatory policy on behalf of federally qualified health centers, supporting their ability to provide high-quality, whole-person care for their patients. Prior to her role with the Primary Care Association, Kelsey held several positions advocating for policy changes at the state level in Missouri State Representative Keri Ingle’s office and at Pro-Choice Missouri. Kelsey has experience in policy analysis and campaign building around issues relating to expanding eligibility for and protecting public programs, payor reimbursement and financing regulations, behavioral health, and reproductive rights.
Kelsey holds a B.A. in Psychology from Wichita State University and a Masters in Social Work from Washington University in St Louis.
