United States of Care Announces Allison O’Toole as New Director of State Affairs

Minneapolis, MN – United States of Care announced today that Allison O’Toole was named Director of State Affairs. O’Toole will be responsible for state initiatives throughout the country to expand access to health care.

O’Toole joins United States of Care from MNsure where she served most recently as CEO of the insurance exchange. O’Toole led the exchange through three years of record-breaking enrollment, improved customer service, and increased system stability. In addition, she was responsible for driving their marketing campaign, developing the strategic overhaul of the MNsure outreach and enrollment grants program. Moreover, Minnesota led the nation in the percentage of new enrollees for two years in a row.

“Allison is a proven leader, and we are excited to have her lead our effort to help states cover more of their residents through innovative health care programs,” said Executive Director, Emily Barson. “She has developed a national reputation for her work to expand affordable health care options to all Americans .”

Prior to her time at MNsure, O’Toole was a director at a Minneapolis-based public affairs firm and state director for U.S. Senator Amy Klobuchar.

O’Toole will start her role on April 16th and will work out of United States of Care’s Minnesota headquarters.
