Before joining United States of Care, Joanna served as Minnesota Governor Mark Dayton’s Chief of Staff, where she managed the daily operation of state government – a $46 billion enterprise with more than 34,000 employees serving 5.5 million people. With more than a decade of legislative, policy, and leadership experience, Joanna served in multiple roles in the Dayton Administration. She was instrumental in passing a health insurance premium rebate program to blunt the dramatic premium increases.
