Samantha Vargas Poppe is the Health Equity Fellow and consults across the organization to help ensure that every person in the United States has access to quality, affordable health care, regardless of where they live, who they are, or their financial situation. She draws on nearly 20 years’ experience of leading policy analyses and shaping policy proposals that support more equitable outcomes for communities that remain disproportionately underserved by our nation’s systems and policies. Samantha founded Equity Matters, LLC, to change the odds of success for people facing long-standing disparities. In service to her mission, Samantha offers strategic guidance and support to nonprofit organizations working to develop and advance equitable policy solutions at the federal, state, and local levels.

Previously, she was the Director of the Policy Analysis Center at UnidosUS—the largest national Hispanic civil rights and advocacy organization in the United States. There she worked with other leaders to set the overall strategic goals and objectives for the organization’s policy agenda and activities to improve opportunities for Latinos in the U.S. across health, education, and economic policy, among other areas. She also served at the U.S. Government Accountability Office for eight years. She led projects to support Congress and help improve the performance and accountability of federal health agencies, systems, and programs, including Medicare, Medicaid/CHIP, the Veterans Health Administration, and TRICARE.

Samantha earned a master’s of public health with a focus on health policy analysis from the George Washington University and a bachelor’s degree in Human Biology from Stanford University. She lives in Virginia with her husband, two children, and the family dog.
